An Open Letter to The UN Commission On Human Rights

The United Nations Commission on Human Rights:
Zhong Gong, the Qigong Organization founded and led by Mr. Zhang Hongbao, has served nearly 40 million people in China on how to keep healthy and build up, and treated hundreds of thousand patients with difficult and complicated cases. Code of ethics and conducts recommended by Zhong Gong has long been welcomed by societies from all aspects in China. However, since October 1999, Jiang Zemin has ordered more than 3000 legitimate Zhong Gong operation facilities to be sealed up without legal procedure. They not only deprived Zhong Gong of its legal rights of operation, but also unlawfully confiscated its properties worth of 0.81 billion RMB Yuan. They even employed martial forces to disperse Zhong Gong disciples. As a result, nearly 400 thousand Zhong Gong employees and their families lost their basic living security. They were not only deprived of civil rights but also living rights!
During the time when Jian Zemin was in power, the authorities have secretly arrested and detained more than a thousand Zhong Gong associates without open trial. Many of them have been beaten savagely and treated inhumanly. Some Zhong Gong district managers were sentenced on fabricated charges, and some of them are still behind the bar. Zhong Gong key members are still under strict surveillance even after being released. There is a “911” system within China Puplic Security Department specialized on dealing with Zhong Gong associates and even their relatives.
As for Mr. Zhang Hongbao himself, Jiang Zemin once employed more than a thousand martial trying to track him down in 1995. Then in the next five years, more than a thousand Zhong Gong operations have been searched. In 2000, Jiang again tried to intercept Mr. Zhang’s asylum application in Guam. Even more, he has tried to have Hongbao killed in overseas.
In the past five years, although Zhong Gong practice has been banned in China, it still exists as firm as a mountain. Because of the benefits it brought to the ordinary Chinese people, Zhong Gong is still in their mind. Zhong Gong disciples won’t forget! Chinese people won’t forget! The history won’t forget!
Jiang Zemin has ignored the nation’s benefits, the people’s rights, the Constitution, and the human rights. We have tried, through the National People’s Congress and international medias, to protest and appeal to the government against his dictatorship. Mr. Zhang Hongbao and Zhong Gong Organization have also received moral and humanitarian support from human rights group of different countries and the US government. However, up to date, we haven’t seen any improvement in Chinese authorities’ hostile attitude (toward Zhong Gong and Mr. Zhang Hongbao), but worseness instead.
Twenty years ago in China, human rights was seen as Capitalist ideology. Today, under international pressures, Chinese government has established some “human rights” associations, and also added provisions of human rights protection to the amended Constitution. Nevertheless, they have only made superficial promises about human rights improvement. In actuality, they are continuing invading people’s human rights without any regret.
We strongly request that the United Nations Commission on Human Rights takes forceful actions to stop the Chinese authorities from continuing persecution on Zhong Gong and Mr. Zhang Hongbao! And strongly request the Chinese authorities:
To stop the cross-country political persecution on Mr. Zhang Hongbao!
To immediately release all Zhong Gong associates in detaining!
To return Zhong Gong associates the rights of living!
To return all confiscated Zhong Gong properties!
