Appeal to the National People’s
Assembly to Urge Jiang Zemin to Hand over the Power in Time
----An Open Letter from CSG to the
National People’s Assembly
Mr. Director and all representatives,
The annual PRC National People’s Assembly will be open soon. We are writing this
open letter to you, demanding the Assembly to urge Jiang Zemin to hand over the
power as the Chairman of national military committee, and the powers as the head
of all five leaders group at the highest level of the Party, Administration and
Military, in order for Chinese politics to completely get rid of the rotten
practice of “Prince Regent”, and to stride for modernization, for democracy and
Republic.
Jiang Zemin had officially been ruling for over a decade and he resigned from
the positions of central CCP secretary-in-general, Chairman of the PRC, and
Chairman of the CCP Central Military Committee by the time he was supposed to.
This left a good impression to the world. At this Assembly, Jiang Zemin should
hand over the power as the Chairman of national military committee in time, just
to show that he is really serving the Party, the country and the people. Also at
this Assembly, Jiang Zemin should hand over the powers as the head of all five
leaders group at the highest level of the Party, Administration and Military to
show that he is truly serving the Party, the country and the people. Otherwise,
he is guilty of stealing the powers of the Party, Administration and Military.
People know that right before Jiang Zemin retired, he had quietly changed the
Party-Administration-Military power structure of China into a new structure of 5
“leaders group”, with himself as the heads of them all. They are: Central Policy
group, central diplomacy group, national war preparation group,
anti-Taiwan-independence and anti-foreign military interference headquarters,
the first political committee member of Zhongnanhai guarding troop. (in charge
of protecting the lives of the national leaders and their families).
People who are familiar with Chinese politics know that, in China, “leaders
group” is the core of the power. “Leader group” has the power to manage the
country beyond laws. It sounds simply a group, but it is actually a huge power
center and the head of the group is the real ruler of this group, just like the
“retired” emperor ruling behind the puppet emperor. The head of this group is an
existence beyond the limits of age, time range of his reign, laws. If Jiang
Zemin will only hand over the power as the Chairman of national military
committee, but not the powers as the heads of the five leader groups, then he is
still playing the game of changing the column for the beam, and he is still
stealing the power of the Party, Administration and Military. His purpose is
obvious, he wants to continue to be the “Prince Regent”, and later on he can
realize his dream of Jiang Dynasty---his son will succeed him as the leader of
the country. We have observed enough signs from all media.
For example, right after Jiang Zemin resigned from the post of CCP Central
Military Committee Chairman, an article appeared on the internet “Jiang Zemin is
an outstanding, mature and wise leader and general”. The propaganda is pretty
loud, to sing high praises for Jiang, to hint at the Chinese people that: Jiang
Zemin is still the only center of China.
Propaganda made it that Jiang is the real emperor that is chosen by the heaven.
It asked to amend Chinese Constitution to practice national leadership
succession system. And this national leader has to be Jiang. It also calls for
whole nation to sign a petition.
We think, if Jiang Zemin is not going to hand over the power of being the head
of all the five highest leader groups, he is merely playing around the laws.
Although this is wiser than any dynasties’ way of ruling, and it truly is the
highest of Chinese power game, he will not escape of the fate of Yuan Shikai.
We genuinely hope that, for the sake of Chinese future, for Jiang Zemin’s own
historical summary, you should remove Jiang from the posts of the Chairman of
national military committee, and the head of all five leaders group at the
highest level of the Party, Administration and Military. Give Chinese people a
chance to trust you and lead China to stride for the bright future.
