Chinese People's Liberation Army

Shouldn't Be the Party's Private Army

 Shi Huaijun

The Chinese Communist Party (CCP) founded the People’s Liberation Army (PLA) during the years when the CCP fought for the power. Under the guidelines of “the Party commanding the power of guns” and “All political powers come out of the barrel of the gun,” the CCP took over the political power, and founded the People’s Republic of China. The PLA played the distinguished role that has been written into the history.

It has been 52 years since the People’s Republic of China was set up. The CCP has always carried out the policy of one-party system. As a matter of fact, it is autocratic rule of one person only, which has been for three generations. One of the key reasons is that the PLA plays a backbone role. In reality, the PLA is nothing but the bodyguard for the CCP. This historical shame could not be wiped out.

Since the founding of the People’s Republic of China, it has been the country of every citizen under the rule of the unified constitution. It is not a country that belongs to a party nor that of a leader. Being the army of the People’s Republic of China, it should be loyal to the constitution, not loyal to the guidelines of any party. The Army has been promoted to the defender of the country, not the bodyguard of the party, nor the palace guard of a party lord.

However, the CCP, in order to keep its political power after it took over the power, has always stuck to one party dictatorship. It insists to the guiding ideology of “the Party commanding the power of guns” and “All political powers come out of the barrel of the gun.” The CCP controls the power of the PLA, and only serves the CCP’s tyrant clique. During the June 4th Massacre, when the students and civilians rose to fight against venal officials and corruptions, the CCP ordered the Army to crack down the protesters with tanks and gunfire, because the protest harmed the interests of the CCP and its beneficiaries. The PLA played a shameless role as the bodyguard and palace guard of tyrants and dictators.

As the PLA becomes the party’s bodyguard and palace guard, the Chairman of the Military Affairs Committee controls the power of the Army, and becomes the Headmaster of the country. He can not only violate the constitution of the country but ignore the party’s rules and regulations. Mao Zedong launched the Cultural Revolution that put the whole country in turmoil. With the military power, Mao issued the martial law to control the army, and removed Liu Shaoqi off the power, who was the Chairman of the country. When Deng Xiaoping was the head of the Military Affairs Committee, he could order the Army to open fire at the protesters on June 4th in Tiananmen Square, despite of the state constitutions and party’s regulations, without the permission of the People’s Representative Committee of the State and the Central Committee of the CCP. He even forced the then leader at the highest rank, Zhao Ziyang, to step down and house arrested him. Jiang Zemin, the third generation of the CCP clique, with the military power at hand, has offered official titles and made lavish promises among the military officers, for the purpose of stabilizing Jiang’s power and monopoly power behind screen. He attempts to make the PLA the Army of Jiang Dynasty. Next year, Jiang Zemin has to step down off the position as the General Secretary of CCP and President of the People’s Republic of China (PRC), due to the age and term limit. However, Jiang Zemin still holds the military power and remains in the power as the Head of the Military Affairs Committee. In the history of the CCP, when there is Army power there will be everything. The Head of the Military Affairs Committee would be as strong as the Emperor.

Today, the CCP is completely corrupted, and the leading officials of high rank have formed as capitalist cliques. They occupied the state properties and fleece the people. But, the PLA still stick to the policy of “the Party Commands the Guns.” The PLA serves not only as the bodyguard of the CCP but the accomplice of the dictators and bureau capitalist clique, which suppress the justice force.

The PLA, consisted of soldiers from poor families, over threw the Jiang Kaishek Dynasty and set up the People’s Republic of China. It used to be the glorious Army. However, today, it is the same-type Army that has become the bodyguard of the CCP clique to crack down the broad mass people. It is the shameless Army. The Chinese people would not agree. The officers and soldiers of the PLA do not want to be humiliated. Those PLA officers and soldiers, who participated in June 4th Massacre, all requested to wipe off the evaluation on the June 4th Crack Down in their personal files. This is a good sign. What happened to the PLA was the result of the one party dictatorship.

If China wants to realize modernization, the people want to have democracy, freedom, and human rights bestowed by the constitution, they must first end the one party dictatorship and tyrant rule. The key step is to nationalize the PLA, to free the PLA off the one party dictatorship control. They should not be the bodyguard of the one party nor the accomplice of the tyrants. They should not participate in political power struggle. What they should do is to resist the foreign invasion and to defend the country. In a country, no matter which party is in power, it should carry out the policies of the constitution for the benefits of the country and citizens. This is a successful way for any advanced modern countries in the world now.

Nevertheless, in the history of the 20th century, the Oriental revolution strongly shows that, if an Army is controlled by only one party, people would never obtain real democracy and freedom, and the country would never be modernized.

By looking at the current political situation in China, the CCP and Jiang Zemin clique will not conduct automatic reform on the nationalization of the Army. Jiang Zemin refuses all political reform on current political system. He will not give up the power of “commanding the guns.” The political reform relies on the hard work performed by the high rank officials at the party and government level and all soldiers, who concern much about the future of China and nationality.

We are sure at one point, which means that if the PLA is not nationalized, it will always be the bodyguard of the CCP. China will never realize its modernization, and will be trapped in the way of perished tyrant dictatorship. The majority of the Chinese people will forever live a miserable life.
