Ten Hidden Perils in Chinese Army

 Recently, Chinese military held a “Conference of National Work Reports”. Zhang Wan Nian pointed out five serious problems in the army and the army Party leadership. Yu Yong Bo, the director of general Political department, further pinpointed ten perils in today’s army.

      

Conference of National Work Reports

 

July 2 to July 3, CCP military central committee opened the Conference of National Work Reports, in the minor auditorium of People’s Grand Auditorium, Beijing. At the conference, Zhang Wan Nian, Vice president of the military central committee, and Fu Quan You, Chief of the general staff, and Yu Yong Bo, the director of general Political department, gave respective speeches.

 

Zhang Wan Nian’s Warning to the Three Forces

 

Zhang gave the speech of “Reinforce the Dynamics, Construct the Leadership”. Zhang expressed his concerns about the mentality, organizing and discipline, and the functioning of the Party’s leadership. Zhang said, the modernizing of our army with high-tech equipment is nothing, if we don’t have a high quality political cadre. Without a high quality Party leadership as the core of our army, we won’t be able to win any anti-invasion war. To face the possible anti-invasion war, the key is to build an excellent cadre and Party leadership.

 

Zhang pointed out current five serious problems in the army:

1. the branch Party committees often fail in managing the Party organization, fail in managing the army.

2.the cadre often don’t possess revolutionary beliefs, soldiers’ sense of honor and soldiers’ sense of mission.

3.corruption, inaction prevail among the cadre, greatly diminish soldiers’ morale.

4.pursuing for fame and wealth prevails, extremely reduces soldiers’ morale.

5.the organizing and the discipline have been running down, immensely affect our army’s modernization, and combat capacity.

 

Fu Quan You on the Possible War Crisis Focuses

 

Chief of the general staff, Fu Quan You, spoke on “All out at Reinforcing Military Modernization, Raising Hi-Tech Combat Capacity, Protecting Motherland’s Sovereignty and Land”.

 

Fu Listed four major possible war crisis focuses:

 

1.the anti-China Strategy based on American hegemonism and American power politics.

2.Taiwan’s splitting motherland behavior.

3.the artillery-warship policy of the Western military organization, headed by American hegemonism.

4.the revival of militarism in Japan and the threat of peace treaty between Japan and the U.S.A.

 

Yu Yong Bo on the Ten Perils in the Army

 

Yu Yong Bo listed the following ten perils in the current CCP army:

 

1.the leadership in the army is lazy, dissipated, soft and degenerated.

2.the ideological and political section can’t function as spiritual guide.

3.loose in organizing and discipline, dissipated behavior prevail.

4.corrupted cadre severely affects the army’s ideological and political quality.

5.Between troops, supervisors and subordinates, cadres and soldiers, there are serious conflicts due to the bureaucratic ways, feudal mentality, causing a lot of man-made tension and frictions.

6.the rate of discipline violations and leave without permission is rising.

7.pernicious accidents are increasing.

8.drug, gambling and criminal cases on holiday leaves are increasing.

9.in military academies, the teaching quality, military technical training are deteriorating, seriously affect the general atmosphere.

10.the relationship between the army and local government is generally deteriorated, having a lot of tension and frictions.

 

About the Consolidation Among the High-ranking Military Officials in the last year

 

The Party secretary of military central discipline committee, Zhou Zi Yu, reported as following:

 

In the past year, 57 Party committees at the Division level have been consolidated and reorganized and rectified, over 70 high ranking cadres discharged. Among them, 45 were transferred to civilian jobs. Some of them were mentioned: Deputy Commander Li, and the chief of the staff, Guan, of Shanxi military region; Political Committee member Jiang, and Assistant chief of the staff, Su, of the logistics section of Shenyang military region; Deputy Commander Jiang of the garrison command of Jinan; Deputy director Zhang of the political section of Zhejiang military region; Deputy political committee secretary Huang of the air forces in Lanzhou military region; Commander Zhu of the navy base in Dalian; Deputy army commander Li and the director Tang of the political section of the 38th Troop stationed in Baoding; director Yang of the Advanced Artillery Academy in Shijiazhuang, etc.

 

Over 3,200 officers, soldiers were dismissed, ordered to transfer to the non-military jobs last year.

 

Over 7,300 accidents occurred last year in the course of military training, drills, and everyday duties. Among them, over 1,450 accidents were first-class serious accidents, with a casualty of over 2,300, 12% more than last year.
