1000 PLA And Policemen to Track And Arrest ZHANG HONGBAO in 1995
------An Exposure of the Inside Story that CPC's Politic Persecution to Zhonggong
An on-the-stop Report
Shocking Countrywide of 7th Aug 1995
7th Aug. 1995, the "Third Training Division of Zhonghua Traditional Culture Further Education University" (hereafter TTD), which is located in Shaanxi Province Xi'an City Lantion County, was teaching normally as in the past. The students were going to class; the teachers were preparing for lessons or reading and amending test papers. The whole campus was filled with suspiciousness, quiet, ordered situation.
But something unexpected may happen any time. At 3-clock afternoon, the gate of university was forced to open suddenly, eight patrol wagons rushed in directly. A crowd of full armed policemen and soldiers of People's Armed Police encircled teachers and students without any mental preparation, and they also arranged machine guns on the hills at two sides of the TTD. Out of the enclosure they posted sentries with interval of one meter between each post.
Rushed in policemen and soldiers didn't produce any certificate and didn't touch with the responsible of TTD, they ran into every building in separated lines and blockaded each building. The main police strength ran straight to the office of president conducted by a chief. When they passed each entrance, gate and storey, two soldiers per each were leaven there waiting for. This battle array liked "Devils come into village" in the film. But the difference is that two men followed this troop shouldering video camera.
This place, Shanxi, often shoot films of before liberation, perhaps it is shooting a film? The students were surprised to look with suspicion. The leader of TTD felt it is abnormal as well. Looking these people from their uniform was neither troops of Kuomintang nor Japanese, and was current public security people and armed policemen. In addition, if shooting a film they had to touch with us in advance. Why did they rush in without any announcement?! He was brought to the front of their commanders by some armed policemen and not clear what was happening.
The head of policemen commanded the director of TTD to open the door of the president's office and hinted policemen going in first. They searched every corner of the office carefully, including the drawers, telephone, wastepaper basket. The director of TTD said the president was often in the Central Department of Xian, his room has not any person living in and nothing was worth to see. But they ignored, went into printing room and poured out the whole wastepaper basket to unfold and piece together every paper. At last they found those were all torn pieces of final examination paper.
The head of policemen commanded to break next locked door for entry, which had no key, then policemen entered. They moved all dusty desks, chairs, sofas and searched into each slit carefully with flashlights. They were finding something obviously.
Other public security men and armed policemen intruded into the hall of practicing dance. When they saw some swords hung on the wall they took them down like getting some rarities. They asked the students: "What is their usage to do?" A girl student answered: "Those are stage properties for performance." "Stage properties?" The head of policemen pulled out the sword, bended the soft sword body and was disappointed to throw it on the ground.
TTD has been searched as bottoms up, nearly been dug into 9 foots.
A Chinese-foreigner Joint Venture Enterprise "Lantian Branch of ShaanXi Huanghe Industry Company Ltd." has tenanted a building of TTD for setting up a fabric, but it had also been searched without exception, when public security men and policemen in charge of searching searched in jade production shop of Lantian Branch, they seem to go into a palace with richly bejeweled and beautiful jades all in their eyes. They just dulled a mount, then revealed greedy look at once and all rushed at jade products without appointing. The public security men and policemen also searched the jade products into their pockets, just stuffing up jacket and also pants pockets. They wished to load all of Lantian jades. Their facial expression seemed very defected ---- why haven't bring a big sack with them? All staff in the site was very surprised. But facing this crowd of people's public security men and armed policemen they only dared to be angry but not to speak. This scene had been watched in the film. After they went back, a store man said with tears: "the regulations of jade product shop is so strict, perhaps how many they took, how many I would compensate?" Facing this sack the staff compared them with Kuomintang and Japanese soldiers uncontrollably.
During search, there was a person wearing ordinary uniform, looked like a head (afterwards a man of public security bureau of county said, he is a section chief of Shan Xi Provincial Department of Public Security). He pressed members of staff for answering his questions many times: "Have your Master (Mr. Zhang Hongbao) been here?" They answered: "No." "Incorrect!" He talked to himself, "He came in before somebody's very eyes, why didn't find him?" And asked again:" It is heard that your Master can go through the wall. Is it true?" "Did he turn to ionized state and penetrate out?"…Before long, he called someone out of the TTD: "No need to come."
After 3 odd hours search, they searched nothing. The head of policemen called the director of TTD and told him with show of relaxation: "We came here for checking fire protection."
Searching and arresting were changed for "fire protection"? The director had nothing to say.
6 o'clock pm, the armed policemen and soldiers in campus and out of wall had withdrawn, but the ambush on the two hill slopes out of the campus was still there. 3 or 4 nights in succession, sway of luminous watches and gleams of cigarette ends had been seen on the slopes.
About the same time of this event, the Central Department of Zhonghua Traditional Culture Further Education University had been jointly checked too by the Xi'an Municipal Bureau of Public Security and Beilin Subbureau from 4 to 6 p.m. of 7th Aug. The officers of Provincial Department of Public Security had taken part in.
As pedestrians came from Lantian said that at afternoon of that same day, the road from Lantian to Da Zai Village (the village where TTD located) had been locked by policemen. The vehicular traffic and pedestrian traffic had been checked carefully.
Later, according to the leak of someone of Provincial Department of Public Security that this action was a political task planed by Public Security Ministry in accordance with the instruction of higher authority and commanded from upper level to lower lever one by one. The content of this political task is to track and arrest Zhong Gong’s Master Zhang Hongbao and his main disciples.
The Inside Story of Track and Arrest of 7th Aug.
After the "7th Aug." event, the Zhong Gong disciples, learners and the people, who concern with and sympathize Zhong Gong, and who were benefited from Zhong Gong in the Shaanxi Provincial, Xi'an Municipal and Lantian County three levels Public Security system and armed police were very discontented and resentful. They told one after another the internal true state of affairs to Zhong Gong industrial organizations. The truth about the astounding "7th Aug" event has come to light.
1. Starting off more than thousand soldiers and policemen for 7 th Aug. track down and arrest-a hundred and eighty public security personnel and armed policemen in addition of a regiment.
There was seen no one PLA man in the troops into TTD, but the No. 41 Field Army, which stations at Lintong of Shaanxi Province, received an order from high level and sent a regiment armed force to Lantian County on 5th Aug. for coordinating this encircle, raid, track and arrest. This regiment's had decided formerly to arrived quietly Lantian County before 10 o'clock p.m. 6th Aug, and be receipted by County Military Section to arrange staying place. But that evening they were delayed at a road charge station of Tianwang town by something during the route from Xian to Lantian. They arrived destination about 1 o'clock in the morning of 7th Aug. (confirmed by someone of 41 army and County Military Section)
The regiment's task was to watch in the periphery during this "7th Aug" track and arrest action. If the antagonistic action had happened and received command, the regiment would set out at once. No wonder that head of section of ShanXi Provincial Department of Public Security spoke to the telephone:" No need to come. "Here neither shadow of Zhang Hongbao had been found, nor any so called "meeting" and "turmoil" had been seen, only 200 odd teachers, staff and students. Of course there was no need a regiment.
2. Under the pretext of "summoning", to arrest Zhong Gong's Master Zhang Hongbao actually
July 1995, the Ministry of Public Security gave instructions about "Summoning" Zhong Gong's Master Zhang Hongbao antecedent case to Provincial, Municipal and County Public Security system from one level to another. After" 7th Aug" event, this document was revealed by Public Security systems (ref. "The Antecedent Case about Summoning Zhong Gong's Master Zhang Hongbao" issued by Lantian Bureau of Public Security), from which we can know:
1) The "summons", track and arrest Zhang Hongbao was not a
local independent isolated action of a certain county or prefecture, but was a centralized action, instructed by Ministry of Public Security from one level to another. As said in the document of "Antecedent Case about Summons" issued by Lantian County Bureau of Public Security:" … the focal point is to discover Zhong Gong's Master Zhang Hongbao,”Summoning Zhong Gong’s Master Zhang Hongbao legally is a politic task, instructed by Ministry of Public Security from one level to another."
2) In "summoning" action, Lantian County Bureau of Public Security put to use more than one hundred eighty policemen, security personnel and armed police with coordination of School of Armed Police. It was divided into six action groups, such as "summons controlling group", "emergency group", "information group", "taking evidence in site group", "traffic control group", "stand-by group".
3) In the instruction about "summons" habitual practice adopted by CPC after establishment of the country as "to determine the nature first, then to obtain evidence." In TTD, there was no any ceremony activity and meeting at all, but in "antecedent case", had determined the nature of Zhang Hongbao as "gather a crowd and make disturbances" and arranged in advance to take the photo and video record of "the site of the disturbances for taking evidence". About 3rd Aug. Ministry of Public Security had sent several instructions successively, let "whole policemen make an emergency action in order to prepare at all time to rush any meeting of Zhong Gong, in case of resistance, to arrest at once."
In history, there are always many astonishing similar cases. This "antecedent case" and the command let people recall the notorious "case of Reichstag Fire" unconstrainedly, which Hitler planned himself to frame up and eliminate political opponent. One designed a plot himself and then said it had been done by opposite side, so he could dispatch trooops to put down in open view. This trick hadn't been buried with Hitler, now, it was inherited by someone. Thus, this may make people to connect in the mind with "ruffains set five of army's vehicles" in "4th June", and dispatching troops to put down. May it was produced from same system of deciding mode?
3.At the same time of "summoning", to capture all the key administration cadres of Zhong Gong's industrial organizations in one net for complete destruction of Zhong Gong.
According to the information, came from public security system, Ministry had selected 23 key administration cadres of Zhong Gong's industrial organizations in order to capture them in one net. The policy- maker of track and arrest action thought that the 8th Aug. 1995 was the 8 anniversary of establishment and development of Zhong Gong's industrial organizations, a big ceremony activity and meeting would be held. This was a best chance to destroy Zhong Gong. The only thing was to know clearly in advance where they would celebrate that day. At that time, once the Zhang Hongbao and his administration key members appeared at the meeting, they could make use of "summons" of Zhang Hongbao to trigger a confrontation, then the key cadres of Zhong Gong's industry in presence of "confrontation" would be captured all in one net, and the complete destruction of Zhong Gong could be realized.
This was the real aim of "7th Aug." event.
4. What cause makes Zhang Hongbao win the special glory of "the largest-scale action of track down and arrest"?
Zhang Hongbao has imparted the life preservation techniques of disease eliminating and health strengthening to 30 million people with surprising speed and method, since he presented in public at 8 Aug. 1987. Tens of thousands patients have eliminated their diseases and regained their health by learning and practicing ZG. There have been 100 thousands typical cases of Special Medicine being gathered. The industrial setups of life preserving that were directed by Zhang Hongbao, have furnished employment to almost 100 thousands people's then have resolved the living problem of more than 300 thousands people, have handed the tax to state for almost 10 millions, and have become as newly rising people's livelihood industry.
Zhang Hongbao had done so much good things, why he still should be tracked down and arrested? People are indignant.
Some persons of upper circles of Public Security system revealed the truth of this action :
"ZG developed so quickly, its amount was over the members of CPC! Can the higher-ups tolerated?!"
Zhang Hongbao had so many disciples and learners, if he would change his flag, ZG will become a biggest party not in office? The higher-ups considered.
Zhang Hongbao has so high prestige among crowd, so many people to obey him, so strong ability for gathering and scattering people, he is very like Sun Zhongshan and Hong Xiuquan in former years, will become the largest threat to the government. Can this no one to worry about? the higher-ups considered.
Zhang Hongbao doesn't like the person engaged in Qigong and is suspected to be engaged in politics from the view of his behavior, style of conversation, structure of knowledge , experience, and ability. The higher-ups doubted whether he is?
Zhong Hongbao is a latent politic opponent. It is very possible that his tendency of development will surpass Da Lai and the democratic movements because there are just more than two million and 600 thousands people in Tibet, but Zhang Hongbao's disciples and learners have been over 30 million people. The principal battleground of democratic movement personage is oversea. Zhang's latent danger is that his disciples are distributed in every region, every class, and every domain at home. His potential influence also surpasses all larger religions, because all of the party members and cadres know the true attitude of the Party in power to religions, so they dare not believe in them publicly, but Zhang Hongbao's flag is disease eliminating and health strengthening and actually proving and practicing human life science, no one could stop people to near to him! If things go on like this, doesn't all public opinions turn to him? The higher-ups firmly believed.
Zhang Hongbao is contending public opinion with CPC, otherwise how there are so many people gathering to him? The higher-up considered.
There can be only one nucleus in China and is no any possibility to allow the second nucleus appearing. This is the largest ansiely of higher-ups.
Our Party has summarized an experience in long-term struggle that is to eliminate every political opponent or hidden rival when they are in the bud.
So that is what it is!
Why Catching Nobody?
Related departments of State have begun to track Zhang Hongbao, since he has publicized "Kylin Culture" at 3rd Nov. 1990. These departments not only organized some persons in ideological department to investigate and research him, appointed some hired writers to compose writings, to make public opinion and make him notorious, but also sent special intelligence agent "951" (ref. To other article) to infiltrate into ZG industrial organization, and bribed a poor farmer in front of TTD'S gate by 30 yuan per month payment for his information.
They tracked for five years but got no traces. The policy makers placed their hope on Zhonggong's ceremony activities for achieving eight years establishment. The Ministry of Public Security had made a tight arrangement and set up a commanding center at Shaaxi Provincial Department of Public Security. When they learnt the accurate information that Zhang Hongbao went into TTD about 12 o'clock at the night of 5th Aug. they started to take action of track and arrest at 3 o'clock in the afternoon of 7th Aug. in advance of 8th Aug." ceremony I was a failure. This action not only left a laughingstock through ages, but also revealed mental state and attempt of the Party in Office. They make tens million people to their opposite side as soon as they did that. Undoubtedly, it is a failure writing in Politics.
In fact, earlier as Feb. 1995, Mr. Zhang had predicted this kind of event would happen, so he decided to bring forward the celebrating activities for achieving eight years establishment. 26th July, a conference was held for announce the achievement of Zhonggong enterprise establishment. Before 6th Aug. the videotape of this conference's record was watched in every Zhonggong enterprise organizations.
Why Zhang Hongbao disappeared without any trace in so closely surrounded that it is impossible to break out after seeing Zhang Hongbao going into TTD. It is just an eternal puzzle.
Before and after this track and arrest there were always secreting news sent from Public Security, Armed Police and Military Side. There were even considerable number of Zhong Gong disciples among the soldiers and policemen who joined this tracking down and arresting action. It showed certainly that pro hearts of police, military and people are for or against. This just is an annotation that many supports for just cause.
The Negative Influence Caused by This Event
1. The economy of Lantian County has a serious setback
When Zhang Hongbao came to Lantian County first time, the leaders of the county were incapable to raise 20 thousand telephone fee and themselves came to TTD two times for help. Zhang Hongbao thought that the local people were close to the jade hill but they were so poor. After he himself investigated the resource of Lantian jade and the market of jade products, he decided to introduce the investment for Lantian County to build production shop and introduce the Lantian jade products to home and foreign markets. Before Aug., 1995, the organization introduced by Zhang Hongbao cooperated with Lantian County for development of health strengthening jade pillows. This project had let Lantian County gained one million yuan income. The family members of County Party Committee, County Government, County Bureau of Civil Affairs, even the family members of County Bureau of Public Security, Land Administration, etc. had taken part in the production of this project. Almost all units of the County had been mobilized for accomplishment of production. The prosperity of this project of introducing outer investment further promoted the development of raw material processing industry and other assorted trades. The local people were elated and inspired by this, the excited County Government even issued a communication with red title, as "The cooperation with Shaanxi Huanghe Industrial Company Ltd. gives a broad road for overcoming poverty and achieving prosperity of Lantian people."
The dash of "7th Aug." event has seriously influenced the confidence of investment of Huanghe Company, which had to move out of Lantian when facing the adverse circumstance for investment. For Lantian people, they not only had lost the opportunity of possible income of more than 15 million yuan from continuing cooperation, but made a serious attach on county's economic development and the "overcoming poverty and achieving prosperity" fell into chasm.
2. Initiating the disaffection of people in wider scope
In "7th Aug." event, the searchers may execute raid, search and arrest a legal corporate body without showing any certificate. This is an infringement of the human rights and personality, and a havoc of the Constitution, which seriously influences the prestige of CPC and enhance the disaffection and disappointment of people to the government. The scene of "Devils come into village" will engrave on people's mind forever.
The Lantian people were yearning good days for overcoming poverty and achieving prosperity. The good deed of Mr. Zhong just began to give profit, had been destroyed by armed soldiers and policemen. How only advocating Party's interest but not consider people's living? Hundreds and thousand people poured to County Party Committee. County Government, to query them, why don't let people become rich? The enraged mass surrounded the County Bureau of Public Security should ensured that why they made a raid upon TTD? Why they made political witch-hunting to the man who offered good deed?
The staff and policemen of County Public Security Bureau should endure the mass's scolding at day, and were blamed by their family at night. They also sworn the Municip Bureau, Provincial Department and the Ministry and sworn the policy makers of this action.
Even more tens million Zhonggong's learners and disciples heard about that their master bore this political persecution for the reason which wasn't convenient to talk about. Can you image their indignations to the rulers?
"The negative effects of "7th Aug." political persecution will gradually present with the time lapse.
